She’s self conscious about her looks, especially due to her rejection by several men and the man she likes not noticing her as more than a friend.

Positive Trait: Intelligent
Pen is exceptionally intelligent, both in academic terms and emotionally too. Academically, Penelope loves to read and is often seen reading in the family’s visiting room. Her mother finds issue with this, citing it as an unseemly thing for a woman to do. Pen is set apart from the rest of her family, and indeed much of society because of this interest: it isolates her from the Ton all the more. She’s knowledgeable of contemporary works, as well as older, famous writers, such as Shakespeare and even some classical Roman and Greek pieces. She’s quite proud of her literary prowess and her books are a source of comfort when societal life becomes difficult to bear.
Leading on from this, Pen is gifted in terms of writing too. Pen is probably an adept nickname for this secret author: she writes voraciously under her pen name of Lady Whistledown, producing gossip pamphlets that have the Ton hooked on her every word. Her writing style is compelling and eloquent, though blunt – far more blunt than Penelope can manage in real life. Her words help to shape the Ton, highlighting scandals and influencing family rankings amongst the elite. In order to get this gossip and indeed, to be able to publish anonymously, and indeed at all, Pen demonstrates yet another side of her intelligence. She is able to listen to gossip without being noticed, observe situations that might be the source of scandal, remember it and write it in such a way that manipulates it to suit her purposes. Her sharp wit is showcased through her sardonic writing, though she finds this difficult to express in her speech. She’s created the Lady Whistledown persona to hide behind and to vent her frustrations with the Ton.

Penelope is also emotionally intelligent: she seeks knowledge about the wider world, as seen with her relationship with Marina in Season 1. She seeks to understand how Marina has managed to conceive without being married, and she seeks to help Marina find her actual love, rather than Colin. Pen reacts with kindness and compassion to Marina’s pregnancy when others, including Pen’s mother, are a great deal less understanding. Much of the same can be said for her relationship with Eloise. She genuinely values the other girl’s friendship as the most important relationship in her life. Such is her loyalty to the Bridgerton family at large that she writes her column to manipulate their lives in an effort to make them better. It's a misguided attempt most of the time: her gossip causes them social embarrassment, especially for Eloise, though Pen tries to put her mistakes to right.

Negative Trait: Deceitful

Penelope is obviously very deceitful throughout Bridgerton Season 1 and 2. Although she presents herself as a wallflower, blending into the background and swaying on the edge of the ballroom rather than dancing with a man, Penelope is the biggest gossip of all of the Ton. She has created a persona, Lady Whistledown, a gossipy member of the Ton that spills all of their secrets in a pamphlet. Pen uses her guise as a wallflower to watch without being noticed and to listen to the servants gossiping about various scandals they've seen amongst the elite. She then uses these stories to fuel her gossip sheet. Pen has told nobody her secret, and at the point Pen is from, only Eloise has discovered her ruse.

Pen has also at times, been deceitful about her motivations. In Season 1, she tried to persuade Marina not to go through with marrying Colin and pretending her baby was his. She said this was because Colin deserved better than that, and whilst she did believe this, a large part of her actions came from her blind adoration for Colin too. She loved him, though he didn't see her, and him marrying Marina would have put him completely out of reach. This deceit also continues in Season 2: instead of admitting her act as Whistledown, Pen tries to write Eloise out of trouble whilst also sympathising with her friend about her predicament.

Pen is also quite talented at disguises. She usually dons servants' garb and a thick cloak and adopts a broad Irish accent when she is delivering Whistledown to the printers. They do not suspect that she is Miss Penelope Featherington, and instead presume she is one of the working class delivering the rag on behalf of the real Lady Whistledown.

Negative Trait: Manipulative
Penelope is exceptionally manipulative: this goes hand in hand with her deception really. Pen uses Whistledown to her own means and to get there desired outcomes in different situations. For example, she uses the column to dissuade Colin from marrying Marina. She uses it to get back at Cressida for some of her unkind comments, and uses it to divert the Queen's attention from suspecting Eloise of being Whistledown by exposing Eloise's secrets. In her ordinary life too, Pen is quite manipulative. She presents herself as a softly spoken, high pitched and affably pleasant woman who still likes to 'play' with her friend. She lets herself be thought of as younger and more foolish than she actually is. Due to her lack of social status and the unfortunate crime of being born a woman, Pen's ability to manipulate in her real life, beyond her presentation, is limited. In later seasons, she steps into her own as she becomes more confident and adult-like, and her manipulative tendencies are shown more. She begins to see Whistledown as more a part of herself rather than as a separate, created identity and with that realisation, Penelope embraces her ability to manipulate situations and uses it to empower herself, though not always in a pleasant way for others. It can leave her seeming cruel and uncaring as she tries to make sure that she and her friends are protected.

Negative Trait: Self conscious
Penelope is very, very aware of her social status. Though she and her family are members of the Ton, they are not given the same respect as a family like the Bridgertons are given, and their social rank is decidedly near the bottom of the Ton. Pen is very aware that she and her family are looked down on by other members and it embarrasses her to be made to be part of it. Her mother's garish fashion choices for the family don't help: Pen is often seen dressed in fussy, yellow, ill-fitting gowns that do nothing for her complexion or figure. As Whistledown, she describes herself as an 'overripe citrus fruit' and criticises her mother and her own actions. She pokes fun at herself, writing that she's been left off the dance cards of men. Pen knows she looks ridiculous and the gowns don't suit her at all, but she is forced to endure the public embarrassment nevertheless.
As a result of this, Pen finds talking to new people, and especially to good looking men, quite difficult. She stutters over her words and looks down at her feet, and with Colin, she finds it quite impossible to tell him how she feels about him (which, fyi, is madly, head-over-heels in love!).
Penelope has been bullied a lot: Cressida Cowper finds her an easy target for acerbic remarks about her looks, her dress and her luck with men. Pen quite often tries to avoid her. It's not as easy to avoid her other bullies - her sisters. Prudence and Phillipa quite blatantly consider Pen the unattractive sister. They can't imagine her getting married, and often comment on, or snigger about, her looks and indeed Pen's hobbies of reading in particular. All of this has affected Pen's self confidence in her 'real life'. She finds herself becoming shy around new people and she doesn't have a great body image.
All of this has been compounded by her overhearing Colin and his friends laughing about her
and stating that they would never marry her. She has never felt so unattractive and insignificant before.
